PRESIDENT DONALD J. TRUMP: “It’s a big moment. It’s a very important moment. It’s my honor to welcome Prime Minister Netanyahu to the White House. He’s a very special man. He’s done a great job.

I want to begin by expressing our condolences to the Prime Minister and the people of Israel for the horrific Hamas rocket attack on Israeli homes this morning, which wounded seven civilians at least, including numerous children.

Our prayers are with our friends in Israel as they carry out an incredible way of life in the face of great terror. The United States recognizes Israel’s absolute right to defend itself.

The despicable attack this morning demonstrates the significant security challenges that Israel faces every single day. And today, I am taking historic action to promote Israel’s ability to defend itself, and really to have a very powerful, very strong national security, which they’re entitled to have.

In a moment, I will sign a presidential proclamation recognizing Israel’s sovereign right over the Golan Heights. The State of Israel took control of the Golan Heights in 1967 to safeguard its security from external threats.

Today, aggressive action by Iran and terrorist groups in southern Syria, including Hezbollah, continue to make the Golan Heights a potential launching ground for attacks against Israel. Very violent attacks.

Any possible future peace agreement must account for Israel’s need to defend itself from Syria, Iran, and other regional threats. We do not want to see another attack like the one suffered this morning north of Tel Aviv.

In our meeting today, the Prime Minister and I will discuss these dangers, as well as several mutual priorities in the Middle East and beyond. We’ll be discussing other subjects also, including trade, but we will mostly be discussing this, defense and perhaps offense.

Under my administration, the unbreakable alliance between the United States and Israel has never been stronger. You read things; you hear things. It’s never been stronger. Just remember that. People talk, but it’s only talk. Our relationship is powerful.

At this moment, the American embassy stands proudly in Jerusalem, the capital the Jewish people have established. And they’ve wanted the embassy for many, many years — for many decades — and, frankly, through many Presidents. And we got it done. Not only did we get it done, we also got it built at a slight cost saving, like about one-billion-dollar cost saving. (Laughter.)

And I want to thank Ambassador David Friedman for the job he’s done, and Jason Greenblatt, and Jared, and everybody. They worked so hard together, so I want to thank you all.

AMBASSADOR FRIEDMAN: “And America.”

PRESIDENT TRUMP: “Good. And America. I was waiting for him to say that.” (Laughter.)

“We have defeated the caliphate in Syria. We have withdrawn from the horrible Iran nuclear deal and imposed the toughest-ever sanctions. And these are, by far, the toughest ever on the Iranian regime. It’s having a big effect. Iran is not the same country that it was when I took office. The day I took office, we had threats all over the Middle East and beyond. Iran is a much different place right now than it was.

As I said during my State of the Union Address, we will not avert our eyes from the dictatorship that chants “Death to America,” “Death to Israel,” and calls for genocide against the Jewish people. We won’t let them even consider that.

We will confront the poison of anti-Semitism through both our words and, maybe even more importantly, our actions. In the last century, humanity witnessed the horrific consequences of anti-Semitism and a world without a Jewish homeland.

In the wake of those unthinkable horrors, the Jewish people built a mighty nation in the Holy Land — something very, very powerful, something very special and important.

Today, Israel demonstrates that incredible possibilities when strong, sovereign, and independent nations chart their own destinies. There can be no better example of greatness than what Israel has done, starting from such a small speck of sand. Israel is an inspiration, a trusted ally, and a cherished friend. The United States will always stand by its side.

I’d like to now invite Prime Minister Netanyahu to say a few words. And Bibi and I have known each other for a long time. He’s another one who truly, truly loves Israel. I think I can say he also loves the United States.

So before I sign the presidential proclamation recognizing Israel’s sovereignty over the Golan Heights, I’d like to ask Prime Minister Netanyahu to say a few words. Thank you very much. Thank you.” (Applause.)

 

PRIME MINISTER NETANYAHU: “Mr. President, my dear friend, Donald: You have shown, consistently, incredible support for Israel, for our right to self-defense. When we exercise that self-defense, you have never flinched. You have always been there, including today. And I thank you.

Yesterday, a rocket was fired from Gaza, deep inside to Israel. It hit a home north of Tel Aviv. It wounded seven, including two small children. And, miraculously, no one was hurt. No one was killed.

Israel will not tolerate this. I will not tolerate this. And as we speak — as I told you, Mr. President, just now — Israel is responding forcefully to this wanton aggression.

I have a simple message to Israel’s enemies: We will do whatever we must do to defend our people and defend our states. After this meeting, I will return home, ahead of schedule, to lead the people of Israel and the soldiers of Israel. But before I go, Mr. President, it was so kind of you to invite me to come here, and it was so important for me to come here to the White House and to thank you.

Mr. President, over the years, Israel has been blessed to have many friends who sat in the Oval Office. But Israel has never had a better friend than you. You show this time and again.

You showed this when you withdrew from the disastrous nuclear deal with Iran. I remember in one of our first meetings, you said, “This is a horrible deal. I will leave it.” You said it; you did it.

You showed it when you restored sanctions against a genocidal regime that seeks to destroy the one and only Jewish State. You said, “I will restore those sanctions.” You said it and you did it.

You showed that when you recognized Jerusalem as Israel’s capital and moved the American embassy there — and gave us a tremendous ambassador. You said it; you did it.

And you’ve showed it once again, Mr. President, with your official proclamation recognizing Israel’s sovereignty over the Golan Heights.

Mr. President, ladies and gentlemen, this is truly a historic day. For two decades, from 1948 to 1967, Syria rained deadly fire from the Golan Heights on Israel’s citizens below. A generation of Israeli children lived in constant danger. And then, in two glorious days, in June 1967, the brave soldiers of Israel scaled those daunting heights and liberated the Golan.

This has profound meanings for all Israelis and for me personally. One of those brave soldiers was my brother, who was wounded in battle three hours before the end of the war. And a few years later, as an officer in a special unit, I led my soldiers into a covert mission into Syria. And as we came back to the Golan, to Israel, we nearly froze to death in a blinding snowstorm. Well, as you can see, I’m still here. (Laughter.)

But at that point, in 1967, Israel seized the high ground, which has since proven invaluable to our defense, because in 1973, Syria launched a surprise attack against Israel, and those same Golan Heights proved to be to enable us to absorb the initial attack — it was a horrific attack — and successfully counterattack the invading Syrian forces. Within three weeks, we were at the Gates of Damascus. Outmanned, outgunned, our brave soldiers triumphed after one of the hardest-fought tank battles in our history.

But while Israel won those two wars, we would have to wait nearly half a century until this moment here, in this room, to translate our military victory into a diplomatic victory. And that is why, Mr. President, your decision to recognize Israel’s sovereignty on the Golan Heights is so historic.

Your recognition is a twofold act of historic justice. Israel won the Golan Heights in a just war of self-defense, and the Jewish people’s roots in the Golan go back thousands of years.

In the long sweep of Jewish history, there have been a handful of proclamations by non-Jewish leaders on behalf of our people in our land: Cyrus the Great, the great Persian king; Lord Balfour; President Harry S. Truman; and President Donald J. Trump. And you, Mr. President — Mr. President, you’ve done it not once but twice, with your bold proclamation on Jerusalem and with your bold proclamation today on the Golan.

Your proclamation comes at a time when the Golan is more important than ever for our security — when Iran is trying to establish bases in Syria to strike at Israel. From across the border in Syria, Iran has launched drones into our airspace, missiles into our territory.

Mr. President, just as Israel stood tall in 1967, just as it stood tall in 1973, Israel stands tall today. We hold the high ground, and we shall never give it up.

Mr. President, we have a saying in Israel. I’ll say it in Hebrew. It says, “Ha’am im HaGolan.” That means, “The people are with the Golan.” But thanks to you, we now know that there are two peoples who stand with the Golan: the people of Israel and the people of America.

So on behalf of all the people of Israel: Thank you, President Trump. Thank you for your leadership, thank you for your friendship, and thank you for all you have done to make the alliance between America and Israel stronger and greater than ever. Thank you, Mr. President.”

President Donald J. Trump Is Boldly Putting Americans Back on the Moon

 

ACCELERATING AMERICA’S SPACE EXPLORATION: President Donald J. Trump is setting a bold goal to put Americans back on the Moon by 2024.

  • President Trump has received five recommendations, unanimously approved by his National Space Council, to accelerate America’s space exploration program.
    • President Trump also received four recommendations on streamlining export control regulations that followed a year-long review.
    • The NASA Administrator will provide an update on the implementation of Space Policy Directive-1 (SPD-1) and the recommendations at the next Space Council meeting.
  • The United States will seek to land on the Moon’s South Pole by 2024, establish a sustainable human presence on the Moon by 2028, and chart a future path for Mars exploration.
    • NASA’s lunar presence will focus on science, resource management, and risk reduction for future missions to Mars.
  • NASA will create a Moon-to-Mars Mission Directorate and make all necessary efforts to achieve Exploration Mission-1, a foundational uncrewed mission around the Moon.
    • Exploration Mission-1 will take place no later than 2020 and a crewed mission around the Moon, Exploration Mission-2, will take place no later than 2022.
  • NASA will unleash American industry, including through public-private partnerships, to enhance innovation and the sustainability of its space activities.
  • To implement SPD-1, NASA will continue to improve its structure and management, and improve cost and schedule performance, seeking legislative authorization as necessary.
  • The United States will engage with international partners to enable a sustainable lunar exploration and development program.

DARING AGAIN: President Trump is building a space program worthy of our great Nation and the American spirit.

  • An American has not walked on the Moon in 47 years, but President Trump is working to change that.
  • To achieve this goal, President Trump is taking action to ensure that American astronauts get to their destination quickly and sustainably.

REIGNITING AMERICA’S SPACE LEGACY: President Trump is keeping his promise to restore America’s proud legacy of leadership in space.

  • These recommendations follow President Trump’s bold call for America to go back to the Moon and establish a foundation for an eventual mission to Mars.
  • In December 2017, President Trump signed SPD-1, “Reinvigorating America’s Human Space Exploration Program.”
    • The President’s Space Policy calls for NASA to lead an innovative space program with commercial and international partners.

President Donald J. Trump’s Fight Against the Opioid Epidemic Continues to Help Americans Around the Country

MAKING PROGRESS: On the one-year anniversary of the launch of President Donald J. Trump’s initiative to tackle the driving forces of the Opioid Crisis, progress has been made.

  • One year ago, President Trump unveiled his Initiative to Stop Opioid Abuse, a first-of-its-kind effort to draw out the factors fueling the opioid crisis and make real change.
  • Since the launch of the initiative, the Administration has unveiled numerous programs designed to reduce opioid demand, cut off the flow of illicit drugs, and save lives.
    • The programs span the breadth of the Federal Government from health-directed initiatives in the Department of Health and Human Services (HHS) to law enforcement activities in the Department of Justice (DOJ).
  • The President has secured $6 billion in new funding over two years to fight opioid abuse, and the Administration has awarded $1.5 billion for State Opioid Response grants.
    • This money funds vital programs throughout the Federal Government, as well as directly supporting State and local initiatives to address the opioid crisis in our communities.
    • The DOJ has awarded more than $400 million to support treatment, prevention, and domestic law enforcement efforts.
  • In total, President Trump and his Administration are committed to addressing the opioid epidemic and solving this public health crisis in partnership with State, local, and tribal leaders.
  • The President has provided local teams of experts to assist States and providers with training and education on how best to address the crisis in their State.

CUTTING OFF THE SUPPLY: In the past year, the Administration has taken action to target the international and domestic suppliers of illicit opioids.

  • Key to President Trump’s opioid initiative was his crack-down on the illicit suppliers of dangerous drugs like fentanyl, both in the United States and abroad.
  • Thanks to the President’s efforts to improve border security, officials have prevented thousands of pounds of fentanyl from entering America.
    • In FY 2018, at the southern border alone, between ports of entry, Customs and Border Protection seized enough fentanyl to kill nearly 90 million Americans.
  • In America, the DOJ shut down the country’s biggest Darknet distributor of drugs, seizing more than 4.8 kilograms of drugs and enough fentanyl to kill 105,000 Americans.
    • The DOJ has also worked diligently to increase indictments against dealers of illicit drugs and has targeted seizures in areas hit hardest by the opioid crisis.
    • The President supports strengthening criminal penalties and invoking mandatory minimums for drug dealers knowingly distributing lethal amounts of opioids.
  • According to the Drug Enforcement Administration (DEA), from 2017 to the present, more than 16,000 kilograms of heroin and nearly 5,000 kilograms of fentanyl have been seized in the United States.
  • President Trump’s leadership on DEA’s National Take Back Days shattered records, recovering nearly 3.7 million pounds of unused prescription drugs.
  • More illicit shipments of drugs are being stopped through the mail than before.
    • From FY 2016 to FY 2018, postal inspectors achieved a 1000 percent increase in international parcel seizures and a 750 percent increase in domestic parcel seizures related to synthetic opioids.
  • The DOJ is tackling the prescription opioid crisis by expanding fraud and abuse detection while also holding manufacturers accountable.

REDUCING DEMAND: Along with cutting down on the supply of opioids, the Administration has made great strides in reducing demand in the United States.

  • The Administration is helping to educate millions of Americans about the dangers of opioid misuse and is working to curb over-prescription.
  • Thanks to the Trump Administration’s partnership with the Truth Initiative and Ad Council, 58 percent of young American and 1.4 billion viewers have seen ads highlighting the dangers of opioids.
    • In the President’s first year in office, 107,000 fewer adolescents started misusing prescription painkillers and 68 percent fewer Americans over the age of 26 began using heroin than in the previous year.
  • New efforts within the Trump Administration are resulting in a decline of opioid prescribing nationwide.
  • The Administration issued the highest number of Drug-Free Communities Support Program grants in the program’s 20-year history, providing more than $90 million to community coalitions to strengthen the infrastructure among local partners to prevent youth substance use.

HELPING AMERICANS RECOVER: President Trump and his Administration are helping individuals afflicted by drug addiction throughout the country.

  • President Trump knows that without assisting Americans struggling with addiction, efforts to cut off supply and demand will be in vain.
  • To that end, the Trump Administration has taken steps to expand the supply of lifesaving naloxone to first responders nationwide.
  • The Trump Administration is working to expand access to evidenced-based addiction treatments in every State and to our Nation’s veterans.
  • Reforms to the criminal justice system are being made in order to identify and treat offenders already struggling with addiction.
    • The Administration increased funding for drug courts by 53 percent.
  • The Administration is providing State and local leaders with data to help coordinate and optimize efforts to combat addiction and overdose.
  • The Department of Housing and Urban Development has utilized its homeless service programs to treat substance abuse disorders throughout the Nation.
  • Additionally, President Trump’s workforce development efforts are expanding job retraining and apprenticeships to those recovering from drug addiction.

That is why the President’s National Science and Technology Council (NSTC) today released its Coordinated Strategic Plan to Advance Desalination for Enhanced Water Security.

Sudden events such as droughts, floods, hurricanes, and other hazards impact our water infrastructure and our ability to supply safe and clean sources of water. In fact, 40 out of 50 State water managers expect freshwater shortages to occur in their State within the next 10 years, according to a 2014 Government Accountability Office report. The Trump Administration is ready to address these challenges and the NSTC’s plan is the latest effort to ensure our Nation has continued access to secure and reliable water supplies.

Enhancing Water Security. Desalination is the process of removing salt and other minerals from water to make it drinkable or usable in other industries. The NSTC’s newly unveiled strategy focuses on establishing desalination priorities, strengthening R&D cooperation and coordination with domestic and international stakeholders, and promoting the use of public-private partnerships to enhance our Nation’s water security through desalination.

Improving Water Reliability. President Trump issued a Presidential Memorandum on Promoting the Reliable Supply and Delivery of Water in the West in October 2018. This initiative focuses on improving the use of technology to increase water reliability, improving forecasts of water availability, and streamlining regulatory processes.

Creating Technological Advancements and Innovations. Secretary of Energy Rick Perry launched the Water Security Grand Challenge, a White House-initiated, Department of Energy-led framework to advance transformational technology and innovation to meet the global needs for safe, secure, and affordable water.
Coordinating Water Reuse. In February, the Environmental Protection Agency announced the development of a national Water Reuse Action Plan. From recycling treated wastewater to finding new applications for water produced from oil and gas extraction, there is innovative work happening across the water sector and EPA’s Water Reuse Action Plan will be the first initiative of this magnitude that is coordinated across the water sector.

Modernizing Water Infrastructure. As called for in President Trump’s Executive Order on promoting agriculture and rural prosperity, Secretary of Agriculture Sonny Perdue issued a report that highlights the need to modernize rural utilities, including enhancing water infrastructure to ensure rural communities have access to clean water.

Accelerating Investment in Communities. EPA oversees the implementation of the Water Infrastructure Finance and Innovation Act (WIFIA), a federal credit program to accelerate investment in water infrastructure. EPA provides borrowers long-term, low-cost supplemental loans for regionally and national significant projects. EPA is in the second year of implementing this program and to date, has issued seven loans through the WIFIA program totaling over $1.8 billion dollars to communities across the country. When combined with other funding sources, these projects will help finance over $3.8 billion dollars in infrastructure investments while creating over 6,000 jobs. This year, EPA has invited an additional 39 projects across the nation to apply for WIFIA loans that, when combined with other funding sources, could help finance over $10 billion dollars in water infrastructure and create up to 155,000 jobs.

Beyond the initiatives outlined above, every American can help improve our Nation’s water security through conservation. Increased water conservation efforts by both users and water utilities are among the most cost-effective ways to reduce demand and improve water security. In addition to conservation, continued development of new and innovative technologies is needed to support access to clean, potable water in order to ensure rural and urban prosperity, national and economic security, and health for all Americans. Together we can solve the future water availability and security challenges that our Nation faces.

PRESIDENT DONALD J. TRUMP: I have no idea about the Mueller report.

I’m going to Florida. We have meetings with the five Caribbean leaders. That’ll be at Mar-a-Lago. We have a lot of other meetings set up for this weekend on trade. We have a lot of talks with China. And a lot of things are happening. We’ll be doing it from Florida. And a lot of very important things are happening.

QUESTION: You said the Democrats are anti-Israel —

PRESIDENT: Yeah.

QUESTION: You said the Democrats are anti-Israel and that they are anti-Jewish. They’re all skipping the AIPAC conference next week, but you’re not going as well.

PRESIDENT TRUMP: The Democrats have very much proven to be anti-Israel. There’s no question about that. And it’s a disgrace. I mean, I don’t know what’s happened to them. But they are totally anti-Israel. Frankly, I think they’re anti-Jewish.

QUESTION: (Inaudible) reports that there were 100,000 illegal (inaudible) border (inaudible) —

PRESIDENT TRUMP: Yeah, we’re being very, very strong on the border. The number is enormous of people that we’ve captured, people that we’ve apprehended, but we’re going to take care of it. We are being very, very tough at the border.

QUESTION: Congressional investigations, Mr. President — are you telling your staff not to comply?

PRESIDENT TRUMP: It’s just a continuation of the same witch hunt. They know it. And behind closed doors, they laugh at it. It’s just a continuation of the same nonsense. Everybody knows.
They ought to go to work, get infrastructure done, and get a lot of other things done instead of wasting everybody’s time.

QUESTION: Mr. President, what’s your reaction to the reports that —

PRESIDENT TRUMP: I can’t hear you.

QUESTION: What’s your reaction to the reports that Jared Kushner used an encrypted app to communicate with foreign officials?

PRESIDENT TRUMP: I know nothing about it. I’ve never heard that. I’ve never heard about it.

QUESTION: Mr. President, if Robert Mueller is presiding over a hoax, do you think Robert Mueller is personally dishonest in this whole thing?

PRESIDENT TRUMP: Well, we’re going to see what happens. It’s going to be very interesting. But we’ll see what happens. There was no collusion. There was no obstruction. Everybody knows it. It’s all a big hoax. It’s — I call it the witch hunt. It’s all a big hoax.

So we’ll see what happens. I know that the Attorney General, highly respected, ultimately will make a decision.

QUESTION: Mr. President, is there (inaudible) process (inaudible) —

PRESIDENT TRUMP: There won’t be. And if there is, it’ll only play to our advantage.
