WASHINGTON – President Barack Obama's prestige and popularity can shift the economic decline of America, but will he use it to change things as previously thought. He has the courage to proclaim the cultural shifts, but why hasn't American culture shifted as of yet? And will it shift as he had hoped?

     On Wednesday, September 14, 2011, President Barack Obama traveled to the Raleigh-Durham area and North Carolina State University: to deliver remarks on the American Jobs Act and to emphasize the need for Congress to pass the jobs bill now.
People need to get back to work. Others need a regular job.
 
      While in North Carolina, President Obama also traveled to the town of Apex to visit West Star Precision,  a small business that might benefit from the American Jobs Act that President Obama unveiled in an address to a Joint Session of the U.S. Congress last week.

     The problem is that the American culture and the U.S. Congress are in agreement. The U.S. Congress is not in agreement with the plans articulated by President Obama. Unemployed and disabled Americans have become acclimated to public assistance vouchers.  Large essential businesses, such as corporate farms, want to receive government subsidies. Oil companies are enjoying government subsidies. The U.S. Congress is enjoying watching the White House's need to respond to the poor and politically powerless. Democrats do not want to alert entitlement programs. Republicans do not want to tax business owners and the ultra-wealthy. The wealthy are holding on to their cash. Bailed-out banks and loan institutions are seizing property. Children are becoming more at-risk of lack ever day. Much of America's poor have loss the right to vote, in order to alert the cultural or political dynamics at-hand.

     President Obama needs to take hold of the issue by establishing a "back to work program" that rewards corporate and personal self-reliance. Such a program can be implemented by making sure jobs are provided to ever one who wants to work. The jobs could include: teaching, cleaning streets, cleaning offices, painting schools, helping the fatherless, cutting grass, trimming trees or what ever is immediately needed in society as a whole.  Corporations and non-governmental organization could agree to be involve to offset the cost.

     If President Obama leads a "Back to Work Movement" and invites the U.S, Congress and wealthy business owners to join him, the U.S. economy will shift American culture. The U.S. President can encourage people to get back to work at a level that no one else can. People in America must begin doing whatever they can to earn and sustain a living.


     This is not a new strategy being proposed here. This strategy is apart of American history. It was used following the Civil War and slavery. Americans have always had to produce income to stay alive. And many used legal and honorable means to start businesses from the ground up. Now, Americans must be repeatedly encouraged to use these types of techniques.  A person should not be encouraged to wait for a business owner to give them a job. People have something to contribute to society that has value.  Each person simply needs to produce a product or service that others see as valuable. Feeding off of the productivity of other people is not sustainable. 

    Back to work / jobs program can work in cities through out America. And a  jobs program can be implemented by the U.S. Presidency without the approval of the U.S. Congress. President Obama needs to simply get Americans excited about working again, get Americans excited about earning again, excited about being producers again and rather than government dependents.

     If President Obama gets people excited about earning more and more, he will win a second term. Many people across the nation love him and respect him. If he continues to say "you can have a job" they will believe him and gain the confidence necessary to succeed and become a tax payer of the U.S. Government. The U.S. President can lead, but the American citizenry and culture must be willing to follow in order to achieve change.

     A slight message change may be needed to help shift the culture of  dependency.
